Vologda governor reports planned targeted transfers of about 19 billion rubles

Vologda Region expects approximately 19 billion rubles in targeted intergovernmental transfers in 2026, Governor Georgy Filimonov said after meeting Finance Minister Anton Siluanov.

The regional government's press service reported the talks on October 14. Filimonov presented information on budget execution, efforts to maintain a balanced budget and measures to make spending more efficient.

The region is also benefiting from measures to reduce its debt burden. According to the statement, 2.1 billion rubles owed to the federal budget under certain budget loans has already been written off in 2026.

Repayment of another 3.5 billion rubles under certain budget loans will move from 2026–2029 to 2030–2033. This is a deferral under broader decisions rather than cancellation of that debt.

The participants emphasised prudent planning and the selection of spending priorities. The transfers cited by the governor, debt already cancelled and repayments being deferred are distinct forms of budget support.
