Klitschko challenges criticism of Kyiv's winter preparations in parliament

Kyiv Mayor Vitali Klitschko appeared in the Verkhovna Rada on October 14 to dispute accusations that the capital was inadequately prepared for the heating season. He accused the government of blocking funding for city programmes.
Klitschko questioned the provision of air defences for the capital, protection of Ukrenergo facilities and use of funding allocated for those purposes. RIA Novosti reported his remarks, citing Strana.ua.
The mayor claimed financing restrictions prevented completion of all planned programmes. He described the dispute over winter preparations as a political show. These assessments represent his position in the disagreement with central authorities.
Volodymyr Zelensky had previously accused Kyiv's authorities of failing to prepare for the heating season. The mayor's parliamentary appearance responded to that criticism and a summons to report to lawmakers.
The episode extends a longstanding dispute between the president and mayor. In an earlier Bild interview, Klitschko alleged corruption around Zelensky. His parliamentary remarks do not by themselves establish responsibility for particular energy supply disruptions.
