Delhi Police detained Cockroach Janta Party founder Abhijeet Dipke and leaders Saurav Das and Ashutosh Ranka after their flight arrived in Delhi on October 10. They were travelling to a Jantar Mantar protest demanding Chief Election Commissioner Gyanesh Kumar’s resignation.

Times of India, Economic Times and The Week reported that police boarded the aircraft after it landed at Indira Gandhi International Airport. Dipke had said he was prepared to be detained. He accused Prime Minister Narendra Modi and Home Minister Amit Shah of using security measures to prevent participation. Those allegations represent the organiser’s position.

Times of India reported at least 600 people detained under Section 65 of the Delhi Police Act during the early police operation. NDTV later reported around 3,000 detentions and releases, apart from several people. The morning figure therefore cannot be treated as the final daily total or the number remaining in custody.

Traffic restrictions began at 6 a.m. Police established barricades and checked vehicles around the proposed protest site. The morning advisory covered Connaught Place, Mandi House, Jantar Mantar, Patel Chowk and other intersections. Reports also described metro restrictions, train cancellations and mobile-internet suspensions in parts of the capital.

Delhi Police cited public-order concerns and possible inconvenience to residents in refusing permission. Police said CJP’s notification did not meet application requirements. Demonstration applications for Jantar Mantar must be submitted at least 10 days in advance. Authorities also referred to alleged previous breaches, including protests exceeding permitted time limits.
