The European Union opened negotiations with Ukraine on the internal market and on competitiveness and inclusive growth on October 13. Four of the six thematic clusters are now open.

The internal market cluster covers the movement of goods, services, workers and capital. It also encompasses competition, financial services, company law and consumer protection. Negotiations will address how Ukrainian legislation and its implementation meet EU requirements in these areas.

The competitiveness and inclusive growth cluster includes taxation, economic and monetary policy, industry and digital transformation. Employment, education, research and customs policy are also part of this group.

Thomas Byrne, Ireland’s minister for European affairs and defence, said the Irish presidency was committed to advancing Ukraine’s accession process. The Council of the EU stressed that progress depends on demonstrated achievements. Monitoring of legal alignment and the implementation of European standards will continue throughout the negotiations.

Talks on external relations opened in July 2026. Together with that cluster and fundamentals, the new openings bring the total to four. The green agenda and sustainable connectivity, and resources, agriculture and cohesion remain outside that group. The six-cluster structure was introduced under the revised negotiation methodology in 2020. Opening negotiations does not itself grant EU membership.
