Speaking after inaugurating a seminar on the legislation organized by the Kerala State Higher Education Council (KSHEC) in Thiruvananthapuram, John said the phased rollout aims to modernise higher‑education institutions and curb the long‑standing delays in issuing equivalency certificates, re‑valuations, supplementary exam results, mark sheets and degree certificates.
The minister added that a Public Service Commissioner will be named shortly to oversee the Act’s execution, ensuring that university certificates are processed within a clear, time‑bound framework. He likened the proposed system to the state cabinet’s recent single‑window approval scheme, which promises industrial investment clearances within 30 days for projects worth up to ₹100 crore.
John highlighted the broader context of a growing exodus of Keralite students seeking education abroad, arguing that a more efficient, transparent certification process is essential to retain talent and keep Kerala’s universities competitive.
The seminar featured sessions led by KSHEC Vice‑Chairperson Achuthsankar S. Nair, Higher Education Department Principal Secretary B. Ashok, KSHEC Member Secretary Abida Farooqui, Kerala University representative Anu Unni, and research scholar and Senate member Adarsh H.S., alongside syndicate members, university officials and student organization representatives.
