Ministry clarifies proposed university readmission restrictions

Russia’s Ministry of Science and Higher Education says its proposed five-year restriction on university readmission would not apply to students who leave voluntarily or are expelled for poor academic performance. The ministry provided the clarification to RBC on October 14.

Under the proposal, a university could refuse to readmit a student it had expelled for disciplinary violations. The ministry said institutions would make their own decisions in light of the circumstances. Students would remain free to apply to other universities.

Deputy Minister Elena Tumakova said the measure was intended to support discipline and a safe, respectful learning environment. The proposal remains subject to approval and is not an existing admission rule.

The draft was submitted for public discussion on September 21, 2026. If adopted, the order would take effect on March 1, 2027, and remain in force until September 1, 2029.
