Murashko says planned health insurance funding grows faster than inflation

Planned funding for care under Russia's compulsory health insurance system in 2027–2029 is increasing faster than inflation, Health Minister Mikhail Murashko said on October 9. He spoke at the State Duma's health committee.
The minister linked his assessment to planned budget indicators for the compulsory medical insurance fund. He specifically mentioned oncology care and wider access for insured patients. The statement concerns future budget parameters rather than an increase in treatment volumes already completed.
The ministry's account of the meeting also says the draft budget provides 2.6 billion roubles for modern emergency reception facilities in six regions. This is a separate spending area and should not be treated as the total funding for the insurance system.
The plans reflect proposals for the budget cycle. Increased funding alone does not establish waiting times or guarantee a particular volume of services for every patient.
