OPEC estimates Russian September oil output fell by 38,000 barrels a day

Russia's average crude oil output was 8.643 million barrels a day in September, according to OPEC's estimate. That was 38,000 barrels a day below August.
The organisation's October report puts August output at 8.681 million barrels a day. The figures describe average daily crude production in individual months, rather than total annual output.
Russia's September production ceiling was 9.949 million barrels a day. The difference from estimated actual output is 1.306 million barrels a day. That gap indicates production below the ceiling, rather than a quota breach.
Since April 2025, seven OPEC+ participants had gradually unwound additional voluntary restrictions imposed alongside their overall quotas. That process ended in September. The United Arab Emirates also participated before leaving OPEC and OPEC+ on May 1. Changes to ceilings do not establish that actual production rose in each country.
RIA Novosti and other business outlets reported the new estimates for Russia. The source article does not identify a specific cause of the September decline.
