Prodam’s Tiago Luz says city decisions must remain a human responsibility

Tiago Luz, commercial director of São Paulo municipal IT company PRODAM-SP, said artificial intelligence should assist city managers while people remain responsible for decisions and their consequences.
Speaking at the Global Digital Forum in Moscow, Luz said AI could offer guidance but should not independently decide how a city is governed in place of humans. Responsibility covers both choosing an action and its effects.
He also said people would need to learn to coexist with artificial intelligence as it continues developing. Neither technology nor cloud services, he argued, can replace human accountability.
The remarks express a forum participant’s position rather than announce new rules in São Paulo. The report identifies no specific municipal project, change in powers or decision to deploy a system. The second Global Digital Forum took place in Moscow on October 8–10, with RIA Novosti as its general media partner.
