RBC reports leadership changes at regional Investigative Committee offices

New regional heads have been appointed in Novosibirsk, Irkutsk and Kursk, RBC's sources say, while Pavel Vymenets is moving to the central administration.

Sergei Mikhailov, formerly head of the Investigative Committee's Ulyanovsk regional office, has taken charge of the Novosibirsk office. Alexander Rychkov has moved from the equivalent position in Mari El to Irkutsk.

Nikita Sevostyanov, previously first deputy head of the Tula office, has become head in Kursk. Oleg Korobov has been reappointed to lead the Mordovia office, according to RBC, which cited two sources familiar with the decisions.

Fontanka separately reported that St Petersburg investigative chief Pavel Vymenets is moving to a deputy chairman position at the Investigative Committee. The outlet said Vladimir Putin had signed a decree releasing him from his former post.

Vymenets had headed the St Petersburg office since June 2025. Viktor Kozlov will serve as acting head, according to Fontanka.
