Russia sets electronics technology levy rates from December 1

Russia's Industry and Trade Ministry has approved technology levy rates for smartphones, phones and laptops taking effect on December 1, RBC reported.

The ministry's October 13 order No. 5366 was registered by the Justice Ministry on October 15 under No. 88767. For devices with brand and model details in the marking system, the levy is 250 rubles per smartphone and 500 rubles per laptop.

The corresponding rate is 50 rubles for other mobile phones, 100 rubles for wired phones with a cordless handset and 25 rubles for other telephone sets.

Without brand or model details, the charges rise to 496 rubles per smartphone, 992 rubles per laptop, 100 rubles for other mobile phones, 198 rubles for wired phones with cordless handsets and 49 rubles for other telephone sets.

The methodology adjusts a base rate down or up by 33%, depending on whether the details are recorded. The base calculation uses the customs value of the relevant product category in 2025 and the central bank's inflation target.

The government moved the planned start from September 1 to December 1 following requests from industry associations. The maximum levy is capped at 5,000 rubles per item.

The Industry Ministry estimated additional industry costs at 136 billion rubles over six years, or about 22.7 billion annually. An earlier Finance Ministry forecast put receipts at 218 billion rubles over 2026–2028, comprising approximately 20 billion, 88 billion and 110 billion in the respective years.
