Russia submits bill on foreign driving licenses for citizens living abroad

Russia's government submitted a bill to the State Duma on October 9 to clarify foreign driving license rules for Russian citizens permanently living abroad who temporarily visit Russia.

TASS reported that the proposal would allow such licenses when a citizen spends no more than 183 days in Russia over 12 months. It separately said a one-year period from entry would remain for citizens returning to permanent residence and registering in Russia.

The amendments follow an April 7, 2026 Constitutional Court ruling against restrictions preventing citizens living abroad from using foreign licenses during temporary visits.

The bill amends Article 25 of the road safety law. The government links it to the Convention on Road Traffic's recognition of foreign licenses until ordinary residence changes. Submission does not mean the amendments have passed.
