Russian prosecutors file over 4.5 billion roubles in claims for remote fraud victims

Russian prosecutors filed more than 10,000 lawsuits seeking over 4.5 billion roubles for victims of remote fraud in the first half of 2026. More than 109 million roubles has been recovered under enforced judgments, Prosecutor General's Office official Oleg Kipkayev said on October 16.
Kipkayev spoke at a Roskomnadzor round table on citizens' rights in the digital environment at the Rossiya national centre. He said prosecutors bring claims on victims' behalf in circumstances provided for by law.
He identified recovery of stolen funds, including from holders of accounts used to move the money, and challenges to credit agreements entered into under fraudsters' influence as possible remedies. A successful claim does not necessarily mean money has been returned, he said.
Citing Interior Ministry data, he reported almost 253,000 offences involving information and communications technology or computer information in the first six months of the year. That was almost a third fewer than a year earlier. Remote fraud cases fell about 27%, he said.
In 2025, prosecutors identified violations involving almost 1,500 telecoms dealers in 84 regions. More than 80 administrative cases were opened against telecoms operators in the first half of 2026 over failures to meet obligations to prevent unlawful use of telephone services.
