Russian regulator finds 26 thousand excess phone numbers linked to a thousand users
A thousand subscribers in Russia still have 26 thousand phone numbers registered above the SIM-card limit, Roskomnadzor deputy head Oleg Terlyakov told RBC.
The number of excess registrations fell by 1.95 million in 2026, according to the identification-module monitoring system. The regulator worked with telecom operators to reduce them.
Terlyakov also outlined the Antifraud system's results. It checks more than 530 million calls on an average day and blocks over 1 million for number spoofing. Spoofed calls fell to roughly 300 million in 2026, from 356 million over the comparable period the previous year.
However, detected breaches in the operator segment of the system increased by more than half. Roskomnadzor recorded over 250 violations involving 67 operators. Companies have already been fined more than 50 million rubles in total across 150 cases.
Terlyakov said the rise in violations was a reason for the regulator to consider revising fine levels.
Mismatches between subscriber information and state records fell 82.8%, to 24.8 million in 2026, from 144 million the previous year. Terlyakov attributed the reduction to operators cleaning up their databases.
