The republic aims to raise its horse population from about 31,800 to 50,000 and strengthen its breeding base by 2031.
Tatarstan has drawn up a regional programme to develop horse breeding for 2027–2031. The official launch is planned for 2027, though preparatory work has already begun, the republic’s Ministry of Agriculture and Food said.
The region currently has about 31,800 horses: 18,600 are kept by agricultural enterprises and more than 13,100 in household farms. Eighty-six farms breed productive and sport horses, including eight breeding farms with a combined breeding stock of about 1,300. Authorities aim to increase the total herd to roughly 50,000.
The programme provides subsidies for purchasing breeding mares, expanding herds, preparing design documents, and building or renovating stables. A separate focus is the Tatar breed, which is raised by 10 farms with about 1,100 horses. The plan is to develop sport horses for competitions and traditional games, as well as a productive type for meat and kumis.
