Thailand introduces checks of suspicious hold baggage without owners present

Rules allowing airport security staff in Thailand to open checked baggage without its owner present when suspicious items are identified take effect on October 16.

The Civil Aviation Authority of Thailand explained that the procedures concern baggage carried in an aircraft's hold. Reasonable suspicion, including items detected during screening that could affect flight safety, provides grounds for an inspection. The rules do not require every suitcase to be opened.

Inspections take place in designated areas. Staff actions and items found must be recorded, with evidence retained so the procedure and the personnel involved can be traced. The passenger is notified afterward.

The authority recommends internationally recognised locks, such as TSA locks, which security staff can open with special tools without damaging the baggage. This is a recommendation rather than a requirement to buy a new suitcase.

In an October 13 government notice, passengers departing Thailand with checked baggage on or after October 16 were advised to check requirements with their airline, departure airport and the aviation authority.

Passengers who encounter problems or damage can submit a complaint through their airline or the Civil Aviation Authority of Thailand's complaint system.
