Tokayev ratifies protocol on Russian oil and fuel supplies

Kazakhstan's President Kassym-Jomart Tokayev signed a law ratifying a protocol that renews an agreement with Russia on oil and petroleum product supplies. The law is dated October 15 and was published on October 16.

The protocol was signed in Astana on November 27, 2024. It renews the agreement of December 9, 2010, which expired on January 1, 2024, and updates parts of the cooperation framework.

Kazakh Energy Minister Yerlan Akkenzhenov said the framework retains annual indicative supply balances and information exchanges between the two countries' authorities. These mechanisms are intended to coordinate supplies and respond to potential shortages.

A parliamentary assessment put the expected savings from duty-free treatment in 2026 at about thirty billion tenge. That includes five point five nine billion for petrol, fifteen point seven five billion for diesel and eight point six one billion for jet fuel.
