Zelenskyy outlines proposed security guarantees modelled on NATO Article 5

Talks in Oslo covered security guarantees for Ukraine similar to those under NATO's Article 5, Volodymyr Zelenskyy said. He said options had been included in a document that Steve Witkoff would take to the Russian side.

Zelenskyy said the American representatives had reaffirmed that Ukraine needed strong guarantees. Witkoff attended in person, while Jared Kushner joined remotely.

The Ukrainian president also said the United States had resumed intelligence sharing in full. Kyiv expected Starlink service to be restored within 48 hours, he said.

Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb announced that Witkoff would travel to St Petersburg on October 21 to discuss the outcome with the Russian leadership.

Kremlin spokesperson Dmitry Peskov had earlier said Moscow hoped to organise a meeting soon and would announce its location separately. Sergei Lavrov said Russia would consider economic and financial proposals without making political concessions.
