ATOR puts organised overseas travel share at 64.5%

About 11.3 million tourists used Russian tour operators for overseas travel in 2025, representing 64.5% of conventional tourism flows to popular destinations, ATOR told RIA Novosti on 9 October.
The estimate includes package holidays and individual bookings for hotels, flights, transfers and other services. The association provisionally expects the share to hold steady in 2026 and rise for some destinations.
ATOR reported the highest shares for Egypt and Tunisia, at approximately 98% and 95% respectively. It linked those figures to transport arrangements and hotels’ reliance on sales through tour operators.
For Turkey, the share since the beginning of 2026 was estimated at around 67%, including transit, compared with 70% for Thailand. Vietnam reached 60%, Hainan was close to 80%, and the United Arab Emirates exceeded 60%.
ATOR expects organised travel to grow for Vietnam, China, Tunisia, Tanzania and Oman as charter programmes are introduced or expanded. Association vice-president Taras Kobishchanov said independent travellers had been returning to intermediaries since 2020 and that the spring conflict in the Middle East accelerated that trend.
The association put organised tourism at close to half of bookings for Mauritius, Seychelles and Zanzibar. Tour operators accounted for more than 50% of customers booking hotel holidays in Abkhazia.
