Islamabad plans 11th Avenue in two phases, starting with E-11 link

CDA says the first 3.5-kilometre section will run from the E-11 interchange to Srinagar Highway, with tender preparations under way.

Islamabad’s Capital Development Authority (CDA) plans to build 11th Avenue in two phases, starting with a 3.5-kilometre section from the E-11 interchange to Srinagar Highway, Dawn reported, citing sources and CDA officials.

An engineer told the newspaper that formal work could begin within two months and that preparations for a tender were under way. The first phase is to include an interchange at Srinagar Highway. Its estimated cost of 11–12 billion rupees has not been approved. The engineer said calculations were still in progress.

A separate PC-I worth 24.5 billion rupees was recently approved by CDA’s Development Working Party for a 7.5-kilometre highway from Margalla Avenue to IJP Road. That project provides for three lanes in each direction and about 17 bridges and overpasses, with construction expected to take a year. It is a separate scheme, and its approved budget should not be taken as the cost of 11th Avenue.

Prime Minister Shehbaz Sharif laid the foundation stone for 11th Avenue in June 2023, but construction has not started. The original route was to begin at IJP Road, pass between sectors I-10 and I-11, G-10, G-11, F-10 and F-11, and end at the E-11 interchange. The existing section from E-11 to D-12 is known as Iran Avenue.

Dawn also reported delays on 10th Avenue. Work began in 2022 and was halted after about half of the project had been completed. CDA puts its total cost at 10.2 billion rupees, while the federal government has released about 4 billion. The road was originally due to be completed by December 2024, but no funding was included in the federal budgets for fiscal years 2024–25 and 2025–26. CDA officials said the unfinished structures were deteriorating and causing inconvenience to residents.
