Chernyshov proposes covering half of young teachers' rental costs

Boris Chernyshov has asked Education Minister Sergei Kravtsov to consider a federal programme covering 50% of young teachers' housing rental expenses during their first five years after graduation.

RIA Novosti reported the appeal on October 12, citing a document it had obtained. The State Duma civil society committee chairman proposes including teachers at state and municipal general education schools.

Under the proposed conditions, graduates would qualify if teaching is their main employment. They must not own housing in the locality where they work or have been provided with staff accommodation.

Payments would begin in the first month of employment, based on a rental agreement and proof of payment. The maximum eligible expense would reflect local rents and the teacher's family size, with annual reviews.

Chernyshov does not propose requiring permanent local registration. He says the initiative would help graduates remain in the profession. The appeal seeks consideration of the programme, with no introduction or start of payments announced.
