Costa and von der Leyen reject Libya-Türkiye maritime memorandum

European Council President António Costa and European Commission President Ursula von der Leyen condemned the Libyan parliament's ratification of a memorandum with Türkiye on maritime boundaries in the Mediterranean.

In a joint statement, the EU leaders called the agreement legally invalid. In their assessment, it infringes the sovereign rights of third countries and does not comply with the law of the sea.

Costa and von der Leyen said the European Council's position, set out in 2019, remained unchanged. They expressed solidarity with Greece and Cyprus and reiterated their opposition to outside interference in Libya.
