Russia's Central Election Commission assigned vacant seats in the ninth State Duma to Sholban Kara-ool of United Russia and Arsen Fadzayev of A Just Russia. They replace Irina Yeliferova and Konstantin Shagimuratov respectively.

Yeliferova left for another job after attending two sittings of the newly elected chamber, becoming its first member to relinquish a seat. RBC reported plans to give her seat to Kara-ool on October 7, citing sources.

Kara-ool ranked fourth in a regional group covering Tuva, Khakassia and Krasnoyarsk and initially missed out on a seat. RBC's sources said the other candidates in Yeliferova's Moscow group had received seats or declined them, allowing the vacancy to go to a candidate from another group. Kara-ool led Tuva from 2007 to 2021 and was a deputy speaker in the previous Duma.

Shagimuratov's decision to resign became known on October 16. A draft resolution proposed ending his powers on October 20 at his written request. The party described his departure as a personal decision. Fadzayev headed regional group No. 4, covering Dagestan, Ingushetia, North Ossetia–Alania and Chechnya.
