A Moscow court fined Telegram 70 thousand roubles for failing to comply with a demand to delete an account using a Russian citizen's personal data without consent, RIA Novosti reported, citing court documents.

The documents said the user contacted the messenger's support service after discovering a profile with his name and photograph. He then complained to Russia's communications regulator Roskomnadzor when the account was not deleted.

The regulator issued a formal demand that also went unanswered. A case was brought under Part 5 of Article 13.11 of the Administrative Offences Code for failing to comply with a demand to block or destroy personal data.

According to the court documents, Telegram's representative was properly notified but did not attend the hearing.
