Kyiv Independent: Russian diesel decision surprised Ukraine's negotiators

Ukrainian officials told the publication they expected energy ceasefire talks in Miami but instead learned of plans to ease sanctions.

According to the Kyiv Independent, Steve Witkoff and Jared Kushner told Ukraine's delegation on October 9 that Donald Trump planned to allow Russian diesel exports. The report cited several officials involved in or familiar with the talks.

The sources said Ukrainian and European representatives had come to discuss reciprocal limits on attacks against energy infrastructure. They feared new Russian export revenue would weaken Kyiv's negotiating position.

One unnamed Ukrainian official compared the situation to a trap. That describes a participant's assessment rather than proof that Washington and Moscow had secretly agreed terms in advance.

After speaking with Vladimir Putin, Trump announced supplies of 300,000 tonnes of diesel in October, 500,000 in November and a million tonnes afterward. The announcement does not establish that shipments have arrived or that an energy ceasefire has been agreed.
