NYT reports US economic proposals to Russia for limited ceasefire
US negotiators Steve Witkoff and Jared Kushner offered Russia economic incentives for a limited ceasefire, The New York Times reported, citing Ukrainian officials.
The newspaper linked the proposals to September negotiations. They included releasing billions of dollars in frozen Russian sovereign assets in exchange for a pause in attacks on energy infrastructure or hostilities at sea.
Other reported incentives involved selling a stake in Lukoil to Middle Eastern investors and allowing Belarus to export potash. These were negotiating proposals rather than agreements that had entered into force.
According to the newspaper, Ukraine sought safeguards, including matching payments from frozen assets or guarantees of additional military assistance if a ceasefire was violated. The newly reported details emerged amid discussion of the diesel agreement between Moscow and Washington.
