Ministry proposes extending guest-house experiment across Russia

Russia’s Economic Development Ministry has proposed allowing every region to join the guest-house legalisation experiment. The proposal is among the State Duma’s autumn-session priorities, the ministry said after a tourism committee meeting on October 14.
The meeting, attended by Minister Maxim Reshetnikov, discussed tourism funding in the draft federal budget for 2027–2029. The nationwide extension remains a proposal, rather than an approved change.
Other priorities include removing domestic tour operators’ obligation to submit information to the Electronic Voucher system, simplifying ski resort construction and developing a unified digital tourism platform.
The experiment began in September 2025 in 17 regions and the federal territory of Sirius. Adygea, Buryatia, Astrakhan and Nizhny Novgorod joined in September 2026. In its latest statement, reported by Prime, the ministry said 9,800 properties had been legalised.
