Murmansk Region prepares bill to ban electronic cigarette sales

Authorities in Russia’s Murmansk Region have prepared a bill to ban sales of electronic cigarettes, Governor Andrey Chibis announced on October 12. The proposal is to be submitted to the regional legislature.

Chibis said the region intended to use powers that federal legislation grants from March 1, 2027. Interfax reported his remarks at Monday’s government meeting, where he said the bill would be introduced in the near future.

The governor presented the measure primarily as a way to protect children and teenagers. He argued that bright packaging and pleasant flavours can make vaping appear harmless, while warning of nicotine dependence and risks to health.

Chibis said he expected the Murmansk Regional Duma to support the proposal. His announcement describes a prepared bill and a planned restriction, rather than a sales ban that has already taken effect.
