Russia’s competition watchdog reports 70 fuel-market cases this year

Russia’s Federal Antimonopoly Service has opened 70 fuel-market cases and issued 102 warnings to oil companies since the start of 2026. Two-thirds of the warnings have been complied with, agency chief Maxim Shaskolsky said.

Regional authorities and independent filling-station operators have signed 125 agreements across 44 Russian regions. Earlier in October, the watchdog reported 94 agreements. Shaskolsky said the mechanism was helping to restrain fuel prices.

In August, Deputy Prime Minister Alexander Novak said authorities had agreed to supply independent filling stations through regional operators. Regions were to sign agreements with private filling-station chains regulating maximum fuel-price markups, while the Energy Ministry and the watchdog were to reach agreements with independent small and medium-sized refineries.

Following summer supply disruptions, the government introduced fuel-export restrictions and tax incentives for imports and increased domestic production.
