Russian traffic police explain pedestrian reflector requirements

Russia's traffic police reminded pedestrians that reflective items are mandatory outside built-up areas when crossing roads or walking along shoulders or carriageway edges in darkness or poor visibility. Within built-up areas, their use is recommended.

In the statement published by RIA Novosti on October 9, the agency cited paragraph 4.1 of Russia's road traffic rules. Shorter autumn days, rain and fog reduce visibility. Reflectors help drivers see people sooner in their headlights, but the items must remain uncovered and visible.

Reflective elements can be attached to outerwear, footwear, backpacks or bags. Parents were advised to provide children with patches, bracelets, pendants, key rings or stickers and regularly check that clothing does not cover them. This is particularly relevant for pupils travelling independently to classes and children using rural roads.

The agency stressed that reflectors do not replace compliance with traffic rules. Before entering the carriageway, pedestrians should assess the distance and speed of approaching vehicles. At an uncontrolled crossing, they must make sure drivers are giving way.

Drivers were urged to account for seasonal reductions in visibility and take particular care near crossings, junctions, schools, public transport stops and roads outside built-up areas. The guidance was prepared under the Road Safety federal project, part of the Infrastructure for Life national project.
