Siluanov and Abramova discuss regional budget and financial stability

Finance Minister Anton Siluanov and acting Udmurtia head Olga Abramova discussed regional development and the balance of its consolidated budget. The regional leader's press office announced the meeting on October 9.

The participants stressed that the budget should retain its social focus, account for infrastructure needs and meet priority state objectives. The 2026 federal budget provides the region with more than 10 billion rubles in grants, around 26.7 billion rubles in targeted intergovernmental transfers and 989 million rubles in treasury infrastructure loans.

According to the press office, 10.5 billion rubles in the republic's budget-loan debt to the federal government was written off this year. To strengthen debt sustainability, repayment of other loans totalling 15.6 billion rubles is also to be moved from 2026–2029 to 2030–2033.

The meeting separately addressed reconstruction of Zodchy Dudin Embankment in Izhevsk. The republic received 200 million rubles for the project from the federal government's reserve fund.

The sides agreed to continue work on regional financial stability, including the public finance recovery programme. The grants, transfers, loans and debt write-off are distinct support measures, rather than a single new allocation resulting from the meeting.
