WSJ reports talks on energy-strike pause in exchange for wider Starlink access

Volodymyr Zelenskyy expressed willingness to halt strikes on Russian energy facilities for 100 days in exchange for expanded Starlink access, The Wall Street Journal reported, citing sources.

According to RBC's October 16 account, the proposed coverage extension would reach about 300 kilometres into Russian territory. WSJ said Republican senators Roger Wicker and Kevin Cramer brought the proposal to Kyiv with several House members.

The discussions took place amid US–Ukrainian disagreements over energy strikes. Donald Trump announced an energy ceasefire on October 11, but Zelenskyy told Axios the announcement surprised him and linked willingness to pause to Russian agreement.

The Kremlin confirmed contacts without announcing a deal. Dmitry Peskov subsequently said the terms of the proposed ceasefire had not been specified.

Ukrainian forces experienced limits on Starshield connectivity while moving overnight into October 14. The White House denied involvement in Starlink restrictions. On October 15, Ukrainian outlets citing the country's Defence Ministry reported that connectivity while moving had been restored.
