Yury Korolchuk calls for emergency measures to restore Kyiv's power system

Energy analyst Yury Korolchuk has urged authorities to declare a state of emergency in Kyiv and the surrounding region to mobilise resources for power-system repairs. Ukrainian media and RIA Novosti reported his proposal on October 9.
Korolchuk argues that an emergency regime would help local and central authorities allocate remaining reserve funds, equipment and personnel. UNIAN reported his reasoning with a link to the analyst's own statement.
In his assessment, the capital's energy system is badly damaged and could not have been fully restored over the spring, summer and autumn of 2026 with the available funding and equipment reserves. He highlighted the need for replacement equipment matching the damaged facilities' technical requirements.
Korolchuk identified Ukrenergo substations as the weakest part of the system and criticised their repair and protection. Those are the analyst's assessments rather than an independent technical audit of the company.
His appeal followed electricity disruptions. RIA Novosti reported emergency outages, interruptions to metro and electric surface transport, and problems with water services. These accounts describe the circumstances surrounding his statement rather than establishing the current status of each affected facility.
The analyst warned that a mild winter alone would not resolve the system's problems. His publication calls for emergency action but does not report that the government has already introduced such a regime in Kyiv or the region.
