Zelensky proposes reciprocal halt to attacks on energy facilities

Volodymyr Zelensky proposed on October 9, 2026, that Ukraine stop attacking Russian oil facilities if Russia stops strikes on Ukrainian energy infrastructure. He said Kyiv had conveyed the position to the United States and wanted Washington to help secure an agreement.

The Ukrainian president presented the approach as reciprocal de-escalation. In his statement, he described attacks on Russian oil facilities as a response to strikes on Ukraine's energy infrastructure. He said the United States had sufficient influence to help obtain that compromise.

Zelensky also opposed easing sanctions on Russia without a clear, lasting agreement to reduce hostilities. His comments followed Donald Trump's announcement of a diesel supply agreement with Vladimir Putin and a U.S. Treasury licence permitting transactions involving Russian diesel until April 7, 2027.

The energy proposal sets out Ukraine's position and conditions for stopping those attacks. The statements cited do not announce Russia's acceptance, a starting date or an agreed verification mechanism. The diesel export permission and a reciprocal halt to strikes are separate developments, with the latter still presented as a proposed arrangement.
