EAEU members’ report projects lower Russian remittances to Armenia if participation is suspended

Annual remittances from Russia to Armenia could fall to $1.8 billion from $3.88 billion in 2025 if Armenia’s participation in the EAEU is suspended, according to a report by representatives of Russia, Belarus, Kazakhstan and Kyrgyzstan.

The report, presented by members of the Eurasian Intergovernmental Council, projects total remittances to Armenia from all union members at $1.85 billion under that scenario. It compares this with $3.95 billion in 2025.

Eurasian Economic Commission figures cited in the report show that 126.9 thousand Armenian citizens worked in EAEU countries in 2025. Of these, 124.6 thousand, or 98.2%, worked in Russia.

The authors link the projected decline to Armenian workers becoming subject to labour quotas and the tax regime applied to nationals of third countries. Goods from Armenia would also be taxed under rules for third countries in the same scenario, the report says.
