Moscow and surrounding region issue heavy rain warning

The Hydrometeorological Center set a yellow weather warning for October 14, with different validity periods for the capital and Moscow region.
In Moscow, the warning runs from 1 p.m. to 9 p.m. on October 14. In Moscow region it begins earlier, at 9 a.m. that day, and ends at 9 a.m. on October 15. All times are Moscow time.
The Emergency Ministry separately forecast rain, locally heavy, from Wednesday morning until evening. Its expected onset of rainfall should not be confused with the Hydrometeorological Center's warning period in the capital.
Emergency officials recommend avoiding advertising boards and unstable structures and choosing safe places to park vehicles.
The statements describe forecast conditions and preventive measures. They do not establish that flooding or damage has already occurred. The regional warning extends beyond the calendar day of October 14.
