Russia partially lifts diesel export ban after Putin–Trump agreement

Russia’s government eased its diesel export ban on October 10, authorising 500,000 tonnes for the world market under an agreement between Vladimir Putin and Donald Trump.
Oil companies will begin arranging contracts with foreign buyers in coordination with the government, according to its announcement reported by Interfax and RBC. The decision took effect on October 10.
Deputy Prime Minister Alexander Novak said Russian production could cover domestic demand alongside the authorised exports. His assurance concerns supply capacity and does not establish that foreign deliveries have already taken place.
The measure follows the presidents’ telephone conversation on October 9. It provides a specific export volume and contracting procedure following their broader agreement on Russian diesel supplies. The government described the change as a partial lifting of restrictions.
