Russia’s State Duma approves the 2025 budget execution report

Russia’s State Duma approved the federal budget execution report for 2025. Revenue totalled 37.283 trillion rubles and spending reached 42.91 trillion, leaving a deficit of 5.626 trillion rubles, or 2.6% of GDP.
Lawmakers passed the law at their plenary session on October 13. The Russian government submitted the bill. Budget revenue increased by 1.5% compared with 2024.
Deputy Speaker Alexander Zhukov attributed lower oil and gas revenue to additional sanctions against banks and companies exporting oil and gas. He said growth in domestic production and consumption had offset the decline in those receipts.
Zhukov identified social support, defence and security, assistance for participants in Russia’s special military operation and their families, and national projects as major spending priorities. He said social payments and benefits had been adjusted for inflation. Spending described as the children’s budget exceeded 3 trillion rubles.
More than 1.7 trillion rubles went to transport development and more than 600 billion to agriculture and rural areas. Infrastructure budget loans totalling 250 billion rubles were provided to 84 regions.
