Russia says frozen-asset proposal for Gaza reconstruction remains open

Russia’s proposal to use $1 billion of its assets frozen in the United States to rebuild Gaza remains on the table, Deputy Foreign Minister Georgy Borisenko told RTVI on October 14.
Borisenko said Moscow regularly raised the initiative with American and other international partners. He said the United States had not yet responded.
The proposal concerns Russian funds blocked in the United States. His statement does not establish that the money has been released or transferred for reconstruction.
In January 2026, Vladimir Putin said Russia was willing to contribute the billion dollars to Donald Trump’s developing Board of Peace using frozen Russian assets. He said the issue had already been discussed with Washington.
The latest interview confirms that Russia still supports the proposal. Borisenko’s reported remarks did not announce an agreed transfer mechanism, a payment schedule or a recipient.
