Russian employers make fewer offers to retain departing staff

A SuperJob survey reported Oct. 9 found that 22% of companies made no counteroffers to departing employees. The share was 10% in 2024.
The proportion seeking to retain every departing employee through better pay or conditions fell from 25% in 2024 to 17% in 2026, Kommersant reported. The share trying to retain only selected employees declined from 63% to 58%.
The survey covered 1,000 human resources representatives from across Russia’s federal districts. Its findings describe the surveyed organisations, rather than the conduct of every Russian employer.
SuperJob analysts linked the change to more cautious hiring. The service reported an 18% annual decline in vacancies alongside a 32% increase in resumes.
A separate September review by hh.ru showed average active vacancies down 13% year on year and active resumes up 15%. Those figures concern a different dataset.
Meanwhile, 93% of employers reported difficulty finding the skills they needed, according to hh.ru research director Maria Ignatova. Fewer counteroffers therefore do not mean that shortages of qualified workers have disappeared.
