Yushkov sees scope for sanctions talks after U.S. Russian diesel authorisation

U.S. authorisation for Russian diesel transactions could give Moscow an opening to discuss easing sanctions on companies, energy expert Igor Yushkov said. Lenta.ru reported his assessment, made in comments to Izvestia, on October 10.
Yushkov represents the Financial University under the Government of the Russian Federation and the National Energy Security Fund. He believes the next question concerns the suppliers: companies conduct petroleum trade, so Russia may seek the removal or suspension of restrictions affecting major exporters.
The United States issued General License 135 on October 9. OFAC describes it as authorising transactions connected with the sale, delivery, offloading and importation of diesel of Russian origin. Yushkov’s forecast about further negotiations concerns a possible extension of that policy development.
He also suggested an indirect effect on relations with China. In his assessment, Beijing watches Russia’s contacts with the United States closely, and a potential rapprochement could encourage China to conclude important contracts with Moscow more quickly.
Yushkov cited gas supply arrangements connected with the Power of Siberia 2 project as an example. This was his assessment of a possible Chinese response, rather than an announcement of a newly signed contract or a decision by China’s government.
