Russian ministry says 86 universities met targeted admissions plans

A total of 86 Russian universities fully met their targeted admissions plans in the 2026 enrollment campaign, 35 more than a year earlier, the Ministry of Science and Higher Education said.

There were 122509 applications for targeted education, an increase of 17736 from the previous year. The average Unified State Exam score of students admitted under the quota rose by 2.1 to 66.7.

In 2026, the quota system switched from percentages to a specific number of places. Sponsors specified their workforce needs, subject, university and mode of study in advance.

Offers were posted through the Work in Russia platform, which allowed users to track sponsors, student enrollment and demand for the targeted places on offer.
