Russian MPs propose free airline text alerts for flight changes

MPs from Russia’s New People faction have proposed requiring airlines to send passengers free text messages about cancellations, rescheduling and delays, RIA Novosti and TASS reported on October 14.
The appeal to Transport Minister Andrey Nikitin seeks an amendment to federal aviation rules. It would cover cancelled flights, departures moved to another date or an earlier time, and confirmed delays exceeding 30 minutes.
Alerts would go to the number supplied when booking as soon as the change became known. They should include the flight number, route, original departure time and If no reliable estimate is available, the message should say so and specify when another update will follow.
Passengers without a number capable of receiving text messages would still have to be informed through other available channels.
The authors say a common minimum standard would reduce reliance on mobile internet and disputes about timely notification. The proposal is an appeal to the minister. The reports did not announce adopted amendments or an effective date.
